Arunachalees fight for rights as NEEPCO overlooks agreement

ANSU gives one-month time

ITANAGAR, Mar 6: At a time when state government is trying hard to tell people of Arunachal that hydropower projects will generate jobs for the local citizens, the ill treatment meted out to the tribal job contract employees of NEEPCO has posed serious question about the claims of govt of Arunachal Pradesh.  The tribal contractual employees of NEEPCO under the aegis of Arunachal Pradesh Tribal Job Contract Employees Union (APTJCEU) from Kameng Hydro Electric Project (KaHEP) and Pare Hydro Electric Project (PHEP) have been fighting for the regularization of their jobs.

Along with many meeting, in the last two years, they had carried out series of agitations against NEEPCO authorities for failing to meet their demands. Last year a meeting was held on 17th March between contract employees and NEEPCO CMD at Shillong, wherein CMD had assured to take some steps by 31st December 2011. However they backtracked and did not regularize the job till date.

The fight for justice by Arunachal Pradesh Tribal Job Contract Employees Union (APTJCEU), NEEPCO continues as authorities once again failed to meet the demands put by them during a meeting held yesterday between members of   APTJCEU and NEEPCO authorities at the premises of Pare hydro electric project, Doimukh to discuss about the regularization of C & D category tribal employees who are working with NEEPCO for the last many years. At present there are 88 project affected contract employees working with NEEPCO. Majority of them are under C & D category.

During the meeting NEEPCO management led by IP Barooah Director (personnel) informed that ministry of Power, Govt of India while partially relaxing the ban on recruitment process  has sanctioned 97 posts to be recruited in Arunachal. The posts have been created against C & D categories for Kameng and Pare projects as per the MOU signed.

However to the utter disappointment of the agitating employees, management informed that recruitment will be done through advertisement. “We have been fighting for the regularization of our jobs since the day we were appointed as contractual employees. Most of us are project affected people and we have the first right to claim for job as per the MOU signed. If jobs are advertised, our right will be taken away,” shared one project affected person of Pare who is currently working on contractual basis.

Further he added, “Some tribal people are in contractual job with NEEPCO since last 15 years. They are till serving with the hope that their jobs will be regularized someday. Now if fresh recruitment is carried out, they will get rejected because age is not in their side. NEEPCO should regularize all the project affected contractual employees first and then carry out recruitment drive.”

In the entire Arunachal there are around 150 hydropower projects on anvil. Besides public sector unit (PSU) like NEEPCO and NHPC many private developers are engaged in construction of these projects. Many Arunachalees are worried that if PSUs fail to implement MOUs properly, there are every chance that private developers might do the same. “As per most of the MOUs/MOAs project affected people are to be given first preference in job. But NEEPCO seems to be breaking that track in both Pare and Kameng. Even at Ranganadi project majority of employees are outsiders. If PSUs where government has some authority can breach MOU agreements, private developers can do anything for their own benefit,” told a citizen.

As the meeting did not arrive at any conclusion, APTJCEU urged NEEPCO CMD to visit Arunachal on or before March 20  to have final discussion in this regard.

Meanwhile, All Nyishi Students’ Union today urged the NEEPCO Head of Project,Pare Hydro Electric Project (PHEP), Doimukh  to fulfill its  demand for 100 per cent appointment of local  PHEP and Ranganadi Hydro Electric Project (RHEP) affected people in group C & D category jobs.

ANSU team today met NEEPCO director (personnel) of PHEP, I P Boruah and submitted a one-point memorandum to him demanding 100 per cent reservation in C&D category jobs for  project affected people.

While apprising the NEEPCO of all the problems that have been facing by the people of projects affected areas, ANSU questioned why NEEPCO has failed to recruit  the  local project affected youth so far and regularize all contract jobs of the employees engaged in RHEP and PHEP.

Reiterating the assurance of local people to cooperate the NEEPCO, ANSU said projects should not be run at the cost of local people,  sentiment of local people should not be hurt as the corporation  can not exist without taking care of the needs of local people and environment.

ANSU threatens to launch a democratic movement against NEEPCO if it fails to fulfill  the one-point demand.

 

 

Little Momik qualifies for 3rd round of DID season 2

ITANAGAR, Mar 6:  Momik Borang, a 7-year-old student of Kalashetra, an Itanagar based dance academy, has qualified for the 3rd round of reality show Dance India Dance Little Master season-2. She cleared the first and second audition rounds in Guwahati which were held on February 26. The third round of the DID season 2 audition would be held in Kolkata on March 14 next. If Borang could clear the third audition round, she would be called for the final audition to be held in Mumbai.  

Momik is the daughter of Johny Borang, a businessman and Vijaya Kabak Borang, a government employee of Mebo circle in East Siang district. She was enrolled in Kalashetra in 2009 at the age of four years.

“She is very much attracted to classical dance since two years old,” a delighted mother quipped adding that she pays more attention in dance than play.

Expressing her happiness over little Borang’s performance, her dance teacher Likamoni Mein said, Momik has passion to learn classical dance.

On being asked who inspired her to learn classical dance, Momik replied, “ A classical dance programme which I saw in Doordarshan at the age of three, inspired me to learn classical dance.

 

 

Erring teachers taken to task

AALO,  Mar 6 : The West Siang DDSE Tomi Doke along with ADEO (academic) Radek Romin visited various schools of  the district to take stock of the  ongoing internal and CBSE examinations. He expressed his satisfaction over the deployment of invigilators and accommodation of students at various centers in the township areas. However, during his visit to the schools outside the township areas like Peri Primary, Gemo Tali Primary and Keak Middle school, he found that the schools were closed and teachers were enjoying vacation in advance after conducting the exam during February without adhering to exam calendar.  Subsequently notice were issued to them to conduct the exam in the mid of March and declare result by the April 10.

The DDSE took a strong note of it. Show cause notice has been issued to all erring teachers withholding their pay and allowances from March  till further order and proper explanation.  DIPRO

 

 

Declare Papu Valley a tourist hot spot: Association

ITANAGAR, Mar 6:   In its representation to the Minister Tourism, All Papu Valley Youths’ Welfare Association (APVYWA) today appealed to the government to declare Papu Valley in East Kameng as tourist hot spot.

The Valley has vast tourism potential like other tourist destinations of the state. However, it needs government attention for its promotion, the association claimed.  

Highlighting the tourism potential of the valley, APVYWA said that valley is not only covered with greenery and paddy fields but also is blessed with serpentine Papu river which flows through the middle of the valley.

If the valley is put on the state tourism map, it would not only benefit the tourism department but also generate employment avenues  for the local youths, it added.

 

 

Committee demands completion of Talong-Londa HE project on time

ITANAGAR, Mar 6: Talong Londa Hydro Electric Project Affected Peoples Committee (LTHEPAPC) in a letter to Secretary Power today expressed their dissatisfaction at the delay in execution of the Talong-Londa Hydro electric project (225MW), East Kameng district, being executed by M/s GMR Energy Ltd.

It said that the agreement was signed between Govt. of Arunachal Pradesh and power developer M/s GMR Energy Limited for execution of Talong HEP (160MW) later renamed as  Talong-Londa HEP (225MW) on 24th January 2007 on BOOT (Build, Own, Operate and Transfer) basis for lease period of 40 years from commercial operation date (COD) and the project is scheduled to be commissioned in the end of 2011-12 after due statutory clearances from State government and Centre.

But the power developer is yet to get statutory clearance either from state government or from central government which has resulted in halting of the project despite feasibility and support from the project affected people.

The committee further briefing the grievances of the people said that due to wide circulation of project notifications, people of the submerge area could not enjoy the government schemes and carry out other developmental activities in the region since 2007. Further, the on-going highway constructions from Seppa to Chayang-Tajo road has also been given up as the said road also falls under submerge region, it said.

The committee appealed to Secretary Power to direct the M/s GMR private company to start the work immediately and complete the project as per the agreement or terminate the GMR Energy Ltd if it fails to execute the project within time scheduled.

 

 

Efforts to check and detect motor vehicles theft

ITANAGAR, Mar 6: A good news for vehicles owners, the Arunachal Govt has come out with a project to check and detect motor vehicles theft. The Govt has signed a pact with Shimnit Utsch India Pvt Ltd, Mumbai in presence of secretary, special secretary and director of transport department and Rajan Bajaj, Marketing manager of the Shimnit Utsch for implementing the High Security Registration Plate (HSRP) project in the state here on March 1.

The project will be implemented by the agency in all the 17 districts (capitals) of the state. It is mandatory on the part of implementing agency to materialize the project by setting embossing and affixing stations preferably nearby DTO office in coordination with the district administration and transport department within 100 days. The concessionaire will have to ensure 5 per cent royalty and other taxes to the  state coffer in accordance with the bid documents and the agreement. The necessary license and permit will be issued by competent authorities of the state, according to an official release.

It is worth mentioning here that high security registration was made mandatory by the Govt of India under Rule 50 of the Central Motor Vehicle Rules, 1989 to prevent vehicle theft cases and Centre had also directed all the states including Arunachal Pradesh to implement HSRP project in 2001. Later on, the Supreme Court had intervened in 2008  and asked the governments to implement the project strictly or face contempt of court punishment. Shimnit Utsch, Mumbai was one of the successful bidders from all over India to implement the project.

 

 

DEE visits East Kameng

SEPPA, Mar 6: The Director of Elementary Education(DEE), Bodong Yirang visited various schools of East Kameng district recently to take stock of the functioning of those schools. He visited Government Middle Schools Londa, Khwnewa, Pakke Resential, Govt Primary Schools Riga Camp, Pordung Solung and Secondary School Bameng along with Papik Pabing, ADEO and Lafiam Pabing BRCC, Bameng block.

On his maiden visit, the DEE interacted with the school management committees, teachers and students to get the first hand information about the present status of infrastructure and functioning of the schools.

On the second day of visit, Yirang accompanied by Kata Rangmo, East Kameng DDSE, R.Pathak, Pedagogy and Nanu Khan, planning coordinator, Seppa of KGBV Wessang interacted with the students and the teachers of KGBV. The team also inspected the on-going construction works of the newly upgraded KGBV to Secondary level under RMSA. The team also visited DIET, Wessang where the DEE briefed the DIET faculty members about the role of DIET for enhancement of quality education through organizing qualitative teachers training on innovative teaching learning approaches.

Later, the team visited Ekalavya Model Residential School Bana.

A brief meeting was organized in the school after inspection of infrastructure development of the school. The DDSE, Seppa highlighted the issues and problems of EMRS-Bana in particular and the district as a whole. He informed the DEE that EMRS is running with only the first batch of 53 children from 2008-09. The  VKV, AP Trust, which is running the school could not admit 2nd and third batch of the students due to lack of required boys and girls hostel facilities, he said.

Meanwhile, DEE assured that due importance will be given to resolve the problems and urgent steps will be initiated in this regard to ensure smooth functioning of schools of the district.

 

 

Dutta people for shifting of ALG

ZIRO, Mar 6: Paph-Nehabo Village Welfare Committee (PNVWC), Dutta, has demanded for shifting of the Advance Landing Ground (ALG)/ Ziro Airfield to any other suitable place.

“We the people of Dutta, Paph Nehabo villages and land owners are fighting and objecting establishment of Advance Landing Ground (ALG) at Ziro since last more than two decades. Therefore, considering our sentiment, we appeal that ALG may be shifted to any other suitable place where there is no any human settlement,” PNVWC said in its memorandum to the local MLA cum Parliamentary Secretary Padi Richo.

Reiterating that forefather of Dutta people have already donated the land for establishing the present airfield, they said that the government has not given even contractual works or jobs to people of Dutta village as token of compensation rather they were harassed and assaulted physically during land acquisition, PNVWC alleged in a release.

PNVWC which is  spearheading the movement sought Richo’s help in pursuing compensation for the existing airfield or in demanding handing over of the revenues earned since inception from the existing airfield to Dutta people.

It further sought immediate revocation  of 133 Cr.P.C order issued by district administration prohibiting any construction within the radius of 100 mt of present airfield.

“The district administration has issued prohibitory order under section 133 Cr.P.C prohibiting any construction within the radius of 100 mt. of present airfield, which is gross violation of fundamental right guaranteed under the Constitution of India as all of us know that present airfield is located in thickly populated area,” the memorandum said.

It  also sought the local MLA’s help in providing electricity and water supply provisions to new villages, namely Paph and Nehabo etc.

Earlier, during a mass meeting convened by the local MLA, the People of Dutta village expressed solidarity and stood firm on their earlier resolution of ‘not to secede even an inch from ancestral land of Dutta people for use in establishment of the Advance Landing Ground (ALG) at Old Ziro’.  They opposed even carrying out of survey over their land, the release added.

 

 

Awareness prog on organic certification

ITANAGAR, May 6: A one-day awareness workshop-cum-training programme on ‘Organic Certification and Product Certification Procedures’ was held in the Conference Hall of SIRD building here today. The programme was jointly organized by the Trade and Commerce department, GoAP and Agricultural and Processed Food Products Export Development Authority (APEDA) under the Ministry of Commerce  and Industries.

In his inaugural address, Health, Trade and  Commerce Secretary Kaling Tayeng said, going organic  way of farming will help generate a good income for the farmers and also increase the fertility of the soil.

Expressing happiness over organization of such workshop on organic farming for the benefit of not only the farmers and entrepreneurs but for the consumers also, he said that there is a large scope for marketing organic produces within the country and abroad.  Today, the organic movement is also gaining momentum in the Northeastern states. More and more consumers are purchasing organic food through traditional channels, he added.

“Agricultural and horticultural produces of our state are 100 percent organic but our farmers don’t get their due benefit for their efforts put into farming”, said Trade and Commerce Director Tokong Pertin. He said organic certification is intended to assure quality product and prevent fraud and to promote a quality marketing infrastructure.

The workshop has been specially organized for the benefit of the farmers and entrepreneur in order to impart them knowledge on how to obtain products and organic certificate to sell their organic products world-wide, he said. Pertin also assured that  his department would always extend all possible help for the farmers and entrepreneur of  the state.

Emphasizing on organic food produces, Bidyut Baruah, Assistant General Manager, APEDA, Guwahati informed that North East states like Manipur, Tripura and Asom adopted organic farming in large scale.  Going organic in producing vegetable, fruits will also help people in maintaining healthy way of life.  

S. Modi, Deputy Director, Trade & Commerce, GoAP, also spoke on the occasion.

During technical session, Baruah spoke on the topic ‘Organic farming in India and Group Certification and Samidha Gupta, AGM, APEDA (Organic Division), New Delhi delivered her lecture on the topic ‘Overview of production and trade of organic products.’

While Rajjawal Konwar, Inspector, Oncert Asia Agri Certification Pvt. Ltd. Jaipur spoke  on the topic ‘Organic Certification Procedures’, Narang Tani, Deputy Director, Horticulture,  talked on the ‘Organic farming in Arunachal Pradesh.’

 

 

SP sweeps UP polls; setback for Congress, BJP

New Delhi, Mar 6:  Mulayam Singh Yadav's Samajwadi Party today swept to power jolting Congress party and the BJP in UP Assembly polls, the results of which are a setback to Rahul Gandhi, who acknowledged the "defeat".

In a surprisingly comfortable victory that created history, the Akali-BJP combine retained power in Punjab, Congress lost Goa to BJP but retained Manipur while it was a close call in Uttarakhand where Congress emerged as the single largest party with 32 seats, one seat ahead of ruling BJP's 31 in the 70-member House.

SP dethroned BSP leader Mayawati by getting an absolute majority by comfortably crossing the required 202-mark in the 403-member House. The party bagged 224 seats, the third time a party won majority on its own in the state in two decades.

Mayawati was relegated to a distant second position ending up with 80 seats, down 126 seats from the 206 it had secured in the previous poll in 2007.

The Congress, which was hoping to do well after Rahul Gandhi's extensive campaigning in 207 constituencies, improved its previous tally of 22 seats by winning 28 seats. The BJP, which had 51 seats last time, has won 47.

41-year-old Gandhi, who had led an aggressive campaign, was quick to acknowledge the defeat and owned responsibility for the party's dismal performance which he termed as a "very good lesson" for him.

"I own the responsibility for this. This is one of my defeats and I take it in my stride," he told reporters here. There was good news though for the Congress from Manipur where it created history by capturing power for the third successive term with a clear majority in the 60-member Assembly.

The Congress lost power in the 40-member Goa Assembly by winning only 9 seats against 21 by the BJP.

BJP, which was exulting in the morning when initial trends showed it in the second place in UP, piped down later to admit that it had not done well in the key state.

The party also lost seven seats in Punjab by winning only 12 against 19 in 2007 but was back in power riding piggyback on a strong performance by the Akali Dal which won 56 to gain an absolute majority in the 117-member House. Congress won 46.

BJP was also struggling to retain power in Uttarakhand and its Chief Minister B C Khanduri lost his own seat.

But BJP sought to deflect attention from its setback by painting the results as a massive vote against Congress although some of its leaders called for introspection. PTI

Measles catch up campaign at Kurung Kumey

ITANAGAR, Mar 6: Measles catch up campaign was launched at all the circles of the Kurung Kumey district today.

Deputy Commission Rajiv Takuk addressing the gathering at Koloriang, said most of the places in the district are not connected by road and also lack infrastructure but he assured to provide all necessary help to the medical department for the successful campaign.

WHO’s Dr Tana Takum, briefed the aims and objective of the campaign and importance of public participation.

DRCHO Dr Nani Tanyo highlighted the preparedness of the campaign and also the difficulties faced by the department due to shortage of staff.

 

Central team arriving in capital

PASIGHAT, Mar 6: A high-level central team headed by Anshu Vaish, secretary under Union Ministry of Human Resources Development is arriving on a two-day visit to state Capital on March 8 and 9.

Accompanied by Anita Kaul, Addl Secy (SE) and Jt. Secy (SE-I) Radha Chouhan, Vaish will visit Yupia Girls school, State Museum, Itanagar and DIET at Naharlagun and also take stock of the implementation of centrally sponsored schemes in education sector, informed Education Minister Bosiram Siram.

It would be a golden opportunity for the state to sort out various issues relating to education department on priority basis, Siram added.  DIPRO

 

CM announces ex-gratia for Nirjuli fire victims

NAHARLAGUN, Mar 6: Chief Minister Nabam Tuki, who had expressed deep shock and grief on learning the Saturday wee-hours Nirjuli-II village fire tragedy in which three valuable lives had perished, announced an ex-gratia payment of Rs One lakh for each of the deceased.

Priest Tamar Yoka’s wife Yalek Yoka, sons - Markum, 5, and Mardam, 3, were charred to death in the fire mishap that had bereft the Nyibu of home, hearth and family.

Describing the loss as irreparable which can not be compensated by any means, the CM conveyed his deep sense of condolence to the bereaved family and prayed for the eternal peace of the departed souls, Capital Complex deputy Commissioner Onit Panyang told.

 

APYC writes to KPYC on students’ assault case

ITANAGAR. Mar 6: Expressing shock at the reported assault on Arunachalee students studying at Bhuvan Polytechnic, Bangalore by local mob on March 1, Arunachal Pradesh Youth Congress (APYC) has  requested Karnataka Pradesh Youth Congress (KPYC)  president Rizwan Arshad to intervene  for  amicable solution to the matter as well  for safety and security of Arunachalee Students.

In a letter to Arshad, APYC president Tadar Niglar requested him to take up the incident with appropriate authority saying instead of taking action against the  culprits, the police had arrested the Arunachalee students, who were the victims.

 

SIC imposes penalty on EE

ITANAGAR, Mar 6: Arunachal Pradesh State Information Commission (SIC) has imposed penalty of Rs. 37,250 on Executive Engineer/PIO, PWD Yazali division for not providing information to a RTI applicant.

State Information Commissioner Toko Anil has imposed the fine on Minjum Padu, EE, PWD Yazali division on a complaint filed by one Toko Nikam under RTI Act for causing delay in furnishing information within given period as well as non compliance with Commission’s instruction.

Another penalty of Rs.24,500 was also imposed on the EE for not providing complete information to another applicant Nich Rika under RTI Act.

In the latter case too, the CIC imposed the penalty for causing delay of 98 days in furnishing information to the RTI applicant.

 

Bandh call illegal

ITANAGAR, Mar 6: District magistrate, Itanagar Capital Complex has declared the proposed 12 hours capital banch call on March 12 by an organisation as illegal.

The magistrate directed the so called organization to refrain from calling and enforcing the proposed bandh call.

It further said that action will be taken as per the law and any damage or destruction to public or private properties shall be recovered from the bandh callers, if the proposed banch is not called off, an order said.

 

ALSU seeks action

ITANAGAR, Mar 6: Arunachal Law Students Union (ALSU) has said that the body of one Romik Yalu was reportedly found at police barrack at Chimpu here on Monday. It appealed to the parliamentary secretary home to take necessary steps to nail and punish the persons behind the heinous crime today.  The Union also questioned the police department that how a body could be found at the premises of law enforcing agency.  It further served seven days ultimatum to the state government to nab the culprits.

 

Appeal for free and fair recruitment

ITANAGAR, Mar 6: All Tirap District Students Union (ATDSU) appealed to all concerned including administration to ensure free and fair recruitment drive in Tirap and Changlang districts. The union said that it will not tolerate any kind of unfair means in recruitment process.

 

Unnying Aaran

ITANAGAR,  Mar 6:  Arunachal Pradesh Governor Gen. (Retd) J J Singh has conveyed his warm greetings to the people of the state on the auspicious occasion of Unnying Aaran.

In a message today, Governor hoped that the festival would usher in a prosperous New Year and bring happiness to the people of the state.

Chief Minister Nabam Tuki also greeted the people on occasion of Unnying Aaran, the New Year festival of the Adi community of the state. In a message today, Tuki wished the people that this New Year would bring in new hopes along with fulfillment of these hopes and dreams of not only the Adi community but all communities of the state.  

He expressed hope that Aaran celebrations across the state, particularly in the Siang districts, would foster brotherhood and bonhomie between the Adis and their immediate neighbors as well as others living across the length breadth of the state.

“Let me take this opportune moment to remind my people that our festivals are our identity and an occasion to reiterate ourselves to peace and development. Let this Aaran build up another step towards peace and prosperity of our beloved Arunachal Pradesh,” Tuki added in his message.

Education Minister Bosiram Siram also extended his greetings  to the people of the state on the auspicious occasions of Aaran festival and Holi.

 

Army conducts volleyball competition at Khimyong

CHANGLANG, Mar 6:  In its efforts to create goodwill and build better relationship with local people within their area of operation, the 4 Assam Rifles conducted a 3 days inter-village volleyball competition under DGAR MCA Project 2011-12 at Khimyong recently.

The final match was played between Phungsa village and Changra village in which the former defeated the latter. Both the winner and runners up teams were awarded trophies and medals.

Jumsang bags bronze

ITANAGAR, Mar 6: Jumsang Takaliang representing Lakshmibai National University of Physical Education Gwalior won a bronze medal in the All India Inter University Boxing Championship being held at Lovely Professional University Pagwara, Punjab.

Jumsang had to content with the bronze after she lost her quarterfinal bout against Seema of MDRU in heavyweight category.

Jumsang and her team also won cash prize of Rs. 5000 for displaying an impressive march past in the championship.

Jumsang is daughter Sopei Takaliang and Bihailu Takaliang of Tezu and presently studying at  Lakshmi-bai National Institute of Physical Education,NERC, Guwahati.

Altogether 37universities are participating in this championship.

 

Inter-state exposure visit for farmers

AALO, Mar 6: A n 18-member farmers’ team,  including five women from different blocks of West Siang district were taken to a  10 days inter-state exposure visit  to Sikkim and Darjeeling from February 20. The tour programme was sponsored by West Siang district under extension reforms.

Guided by agriculture development officers Jumdo Jini and Nyage Loya, the team  visited ICAR Research Complex, Tadong, Orchid Research Centre, Pakyong and Supreme Juice Extraction Plant, Ranipul. Society demands ex-gratia

ITANAGAR, Mar 6: Galo Welfare Society, Upper Subansiri Unit highlighting the tragic fire incident at Nirjuli on March 3, appealed to the chief minister to provide immediate relief to Jemar Yoka Heche, the lone survivor of family by granting ex-gratia and also compensate the property lost.

It further appealed to the chief minister to pass necessary order to constitute high level inquiry committee headed by not less than Superintendent of Police for thorough enquiry into the matter to find out the actual cause of the fire accident and apprehend the person (s) involved.

ITANAGAR, Mar 6: All Yachuli Students’ Union (AYSU) today appealed to All Yachuli Youth Organization to defer its proposed phase wise Yachuli bandh on 9 and 12 March next, considering the ongoing CBSE examination. AYSU said students will be the sufferers if the organization go ahead with its proposed bandh.

ITANAGAR, Mar 6: Expressing concern over the reported rampant selling of domestic LPG cylinder at the rate of Rs 500 to 600 at market, the department of food and civil supply today appealed to the genuine consumers to remain vigilant against such reported hike.  

Further the department requested the consumers to produce LPG cards.

Gender equality

World Atlas of Gender Equality in Education released jointly by United Nations Educational, Scientific and Cultural Organization (UNESCO) and the UNESCO Institute for Statistics (UIS) illustrates the educational pathways of girls and boys and the changes in gender disparities over time. It hones in on the gender impact of critical factors such as national wealth, geographic location, investment in education and fields of study.

According to data collected, although access to education remains a challenge in many countries, girls enrolled in primary school tend to outperform boys. Dropout rates are higher for boys than girls in 63 per cent of countries. Countries with high proportions of girls enrolled in secondary education have more women teaching primary education than men.

Women are the majority of tertiary students in two-thirds of countries.However, men continue to dominate the highest levels of study, accounting for 56 per cent of Ph.D graduates and 71 per cent of researchers.

The atlas also provides a fresh perspective on the progress countries are making towards gender-related targets set by the international community under Education for All and the Millennium Development Goals.

The vivid presentation of information and analysis calls attention to persistent gender disparities and the need for greater focus on girls’ education as a human right.

Challenges we face

Dear Editor,

Today our society is faced with the challenge of extinction of tradition and culture. One reason may be because our parents did not care to teach or tell us about our culture.

At this time, atleast the museum must play a major role. Last time when I visited the state museum along with my cousins it was very disappointing. Firstly, no guide was there to explain things to us. We came across many articles which we have never seen in our home. We just had a glance and passed on without knowing about it.

Secondly, in some articles local name were not written instead foreign names.

How we can think of preserving our culture?

Dogs and safety

Dear Editor,

I would like to share an accident that happened with me at Niti Vihar, Itanagar. At around 9 PM on Feb 21, while I was returning home, I hit a dog who came up from nowhere. I received minor injury but my bike was severely damaged.

Some people came out to help me but the house owners should not let off their dogs on the roads like that.

Yes! We love our pets but it does not mean that they are let out and allowed to roam around casually. I request the pet owners to keep the dogs in the confines of their own premises instead of letting them off and cause accidents.

I would also urge the authority concern to implement Executive Order in this regard.

Tendulkar is a liability

Dear Editor,

No kudos is enough for Ian Chappell for daring to call a spade a spade ( "Time for Tendulkar to introspect", 5 March).

Sachin Tendulkar is nothing but a liability of Indian squad. Just because he is media's darling, hails from Mumbai, worshipped by million cricket-fanatic Indians despite his religious failures at crucial junctures and lot of sponsors' money has been invested on him, Sachin is still being retained in the team. Less said about his pathetic fielding the better. He will never be axed or asked to retire until he comes up with that elusive 100th international ton. We live in what a tragic nation where the interest of the team and the nation simply yield place to personal records, personal interest and statistical jugglery!

If  the BCCI and the selectors are really well-wishers of the team; then they should immediately ask  Sachin to call it a day from all three brands of the game, else they should not hesiste a bit to promptly axe him for good.

A good beginning

Dear Editor,

I take this opportunity to express my heartfelt thanks to The Arunachal Guild for Cultural Integration (AGCI) and the Department of Art & Culture, Govt of Arunachal Pradesh for felicitating senior artistes of Arunachal Pradesh on 29th Feb’2012 that has happened for the first time in the state. This indeed is a wonderful idea and it has set off with a good beginning.

I feel too humbled by the honour bestowed upon me. With this honour I have realized that whatever  I have contributed to the society, particularly in the field of tribal music has not gone in vain. Therefore, I humbly accept it as an appreciation for my works and definitely it has kindled my heart again to do something more.

The occasion was a very emotional one because it gave me the opportunity to meet so many senior artistes of yester years whom I thought would never meet in life. My salute to them all! I would request them to continue their work and be the guiding lights for  younger generation.

I would fail in my duty if I don’t thank two persons who helped us immensely  to be part of this historical event. They are Jomnya Siram, Dy. Director of Art & Culture and Kipa Ajay, Secy. of the Organising Committee. Of course my sincere appreciation also goes  to Komlung Mossang, Minister for Art & Culture and Pasang Dorjee Sona, Parliamentary Secy, Tourism  and Dr Tai Tugung for presenting before us a heart rending drama “Lepya”.

Last but not the least, I would like to thank The Arunachal Times, the media partner of the event, for extensive coverage of this historical moment.

Itna irritating!

Dear Editor

Very recently I rushed to the nearest SBI to make a Demand draft and reached exactly around the closing time at 1 PM.

I asked the young lady at the counter regarding the commission of the bank required for  my Demand Draft. She politely told me the required amount but to my utter surprise she refused to prepare the draft. I repeatedly requested her citing my requirement but in vain.

Then I went to the Manager.  Finding my case genuine, he arranged someone else to prepare the Draft as the lady had already left the bank.

Bank should respect the customers but the situation I experienced there recently was humiliating. The lady acted as if customer is a beggar. Apart from bad behaviour, she kept chanting “itna irritating”.

Is this the right way to serve common people? I don’t think so. Please change the behaviour towards customers.

A disturbing news

Dear Editor,

The news item, “River and the RDX" is very disturbing. It is indeed frightening to know that the common public in our state is in possession of RDX. Research Department Explosive (RDX) chemically cyclotrimethylenetrinitramine otherwise known as C4 is a military grade explosive not available for commercial use. Most of the notorious terrorist groups around the world use this explosive to carry out their subversive activities.

On the lighter side, it is a shame that an explosive considered one of the most powerful and potent of the military high explosives is used for a simple task like catching fish.

If the news item is true then the explosives surely must have been smuggled out of military possession, or otherwise the explosives used, actually is gelatine sticks, commonly used for quarrying activities. Whatever the case the possession and use of explosives other than those authorised is illegal.

Post doctors

Dear Editor,

I would like to appeal the authorities of Health Department and Govt of Arunachal Pradesh to post Anaesthetist to Aalo Hospital. Due to non posting of anaesthetist, patients are referred to Pasighat or Itanagar General Hospitals for minor and emergency operations. Poor patients are unable to afford to go to these hospitals for the costs involved.

It is learnt that two Anaesthetists are posted against District Hospital Aalo but reportedly they are yet to join. It is also learnt that there are excess of six anaesthetists and four Gynaecologists at General Hospital Naharlagun only which shows that the govt of Arunachal Pradesh is not bothered about the health of poor people of districts.

So, I appeal to our leaders and concerned authorities to look into the matter seriously and post an Anaesthetist at least to District Hospital Aalo as soon as possible.

In darkness

Dear Editor,

I would like to draw the attention of the concern authorities about the sorry plight of the teachers and students of the JN College Pasighat Campus which is reeling under darkness since few days back.

Apparently, the problem will not be sorted out soon as the technician to mend the problem has to come from outside the state.  

I just want to appeal to the higher ups to look into the matter and bring a solution soon as the CBSE Exam and Rajiv Gandhi University Practical Exams are going on and the theory exams is going to start from the First Week of April.

No interference please

With regards to the news item that appeared on this daily on 2.03.2012 under caption " Misuse of power alleged", it is to refute the allegation of interference in the functioning of the director as alleged by some organisation. It is clarifies that there is no any interference from any corner regarding implementation of various schemes and the department is functioning smoothly and hence, the concerned organisation are appealed not to go to press directly without verifying the facts and figures. Further they are appealed not to drag the name of Parliamentary Secretary (Horticulture) in such petty matters.
