Arunachalees fight for rights as NEEPCO overlooks agreement

ITANAGAR, Mar 6: At a time when state government is trying hard to tell people of Arunachal that hydropower projects will generate jobs for the local citizens, the ill treatment meted out to the tribal job contract employees of NEEPCO has posed serious question about the claims of govt of Arunachal Pradesh. The tribal contractual employees of NEEPCO under the aegis of Arunachal Pradesh Tribal Job Contract Employees Union (APTJCEU) from Kameng Hydro Electric Project (KaHEP) and Pare Hydro Electric Project (PHEP) have been fighting for the regularization of their jobs.
Along with many meeting, in the last two years, they had carried out series of agitations against NEEPCO authorities for failing to meet their demands. Last year a meeting was held on 17th March between contract employees and NEEPCO CMD at Shillong, wherein CMD had assured to take some steps by 31st December 2011. However they backtracked and did not regularize the job till date.
The fight for justice by Arunachal Pradesh Tribal Job Contract Employees Union (APTJCEU), NEEPCO continues as authorities once again failed to meet the demands put by them during a meeting held yesterday between members of APTJCEU and NEEPCO authorities at the premises of Pare hydro electric project, Doimukh to discuss about the regularization of C & D category tribal employees who are working with NEEPCO for the last many years. At present there are 88 project affected contract employees working with NEEPCO. Majority of them are under C & D category.
During the meeting NEEPCO management led by IP Barooah Director (personnel) informed that ministry of Power, Govt of India while partially relaxing the ban on recruitment process has sanctioned 97 posts to be recruited in Arunachal. The posts have been created against C & D categories for Kameng and Pare projects as per the MOU signed.
However to the utter disappointment of the agitating employees, management informed that recruitment will be done through advertisement. “We have been fighting for the regularization of our jobs since the day we were appointed as contractual employees. Most of us are project affected people and we have the first right to claim for job as per the MOU signed. If jobs are advertised, our right will be taken away,” shared one project affected person of Pare who is currently working on contractual basis.
Further he added, “Some tribal people are in contractual job with NEEPCO since last 15 years. They are till serving with the hope that their jobs will be regularized someday. Now if fresh recruitment is carried out, they will get rejected because age is not in their side. NEEPCO should regularize all the project affected contractual employees first and then carry out recruitment drive.”
In the entire Arunachal there are around 150 hydropower projects on anvil. Besides public sector unit (PSU) like NEEPCO and NHPC many private developers are engaged in construction of these projects. Many Arunachalees are worried that if PSUs fail to implement MOUs properly, there are every chance that private developers might do the same. “As per most of the MOUs/MOAs project affected people are to be given first preference in job. But NEEPCO seems to be breaking that track in both Pare and Kameng. Even at Ranganadi project majority of employees are outsiders. If PSUs where government has some authority can breach MOU agreements, private developers can do anything for their own benefit,” told a citizen.
As the meeting did not arrive at any conclusion, APTJCEU urged NEEPCO CMD to visit Arunachal on or before March 20 to have final discussion in this regard.

Momik is the daughter of Johny Borang, a businessman and Vijaya Kabak Borang, a government employee of Mebo circle in East Siang district. She was enrolled in Kalashetra in 2009 at the age of four years.

AALO, Mar 6 : The West Siang DDSE Tomi Doke along with ADEO (academic) Radek Romin visited various schools of the district to take stock of the ongoing internal and CBSE examinations. He expressed his satisfaction over the deployment of invigilators and accommodation of students at various centers in the township areas. However, during his visit to the schools outside the township areas like Peri Primary, Gemo Tali Primary and Keak Middle school, he found that the schools were closed and teachers were enjoying vacation in advance after conducting the exam during February without adhering to exam calendar. Declare Papu Valley a tourist hot spot: Association
ITANAGAR, Mar 6: In its representation to the Minister Tourism, All Papu Valley Youths’ Welfare Association (APVYWA) today appealed to the government to declare Papu Valley in East Kameng as tourist hot spot.
The Valley has vast tourism potential like other tourist destinations of the state. However, it needs government attention for its promotion, the association claimed.
Highlighting the tourism potential of the valley, APVYWA said that valley is not only covered with greenery and paddy fields but also is blessed with serpentine Papu river which flows through the middle of the valley.
If the valley is put on the state tourism map, it would not only benefit the tourism department but also generate employment avenues for the local youths, it added.

Efforts to check and detect motor vehicles theft
ITANAGAR, Mar 6: A good news for vehicles owners, the Arunachal Govt has come out with a project to check and detect motor vehicles theft. The Govt has signed a pact with Shimnit Utsch India Pvt Ltd, Mumbai in presence of secretary, special secretary and director of transport department and Rajan Bajaj, Marketing manager of the Shimnit Utsch for implementing the High Security Registration Plate (HSRP) project in the state here on March 1.
The project will be implemented by the agency in all the 17 districts (capitals) of the state. It is mandatory on the part of implementing agency to materialize the project by setting embossing and affixing stations preferably nearby DTO office in coordination with the district administration and transport department within 100 days. The concessionaire will have to ensure 5 per cent royalty and other taxes to the state coffer in accordance with the bid documents and the agreement. The necessary license and permit will be issued by competent authorities of the state, according to an official release.
It is worth mentioning here that high security registration was made mandatory by the Govt of India under Rule 50 of the Central Motor Vehicle Rules, 1989 to prevent vehicle theft cases and Centre had also directed all the states including Arunachal Pradesh to implement HSRP project in 2001. Later on, the Supreme Court had intervened in 2008 and asked the governments to implement the project strictly or face contempt of court punishment. Shimnit Utsch, Mumbai was one of the successful bidders from all over India to implement the project.

Dutta people for shifting of ALG
ZIRO, Mar 6: Paph-
“We the people of Dutta, Paph Nehabo villages and land owners are fighting and objecting establishment of Advance Landing Ground (ALG) at Ziro since last more than two decades. Therefore, considering our sentiment, we appeal that ALG may be shifted to any other suitable place where there is no any human settlement,” PNVWC said in its memorandum to the local MLA cum Parliamentary Secretary Padi Richo.
Reiterating that forefather of Dutta people have already donated the land for establishing the present airfield, they said that the government has not given even contractual works or jobs to people of Dutta village as token of compensation rather they were harassed and assaulted physically during land acquisition, PNVWC alleged in a release.
PNVWC which is spearheading the movement sought Richo’s help in pursuing compensation for the existing airfield or in demanding handing over of the revenues earned since inception from the existing airfield to Dutta people.
It further sought immediate revocation of 133 Cr.P.C order issued by district administration prohibiting any construction within the radius of 100 mt of present airfield.
“The district administration has issued prohibitory order under section 133 Cr.P.C prohibiting any construction within the radius of 100 mt. of present airfield, which is gross violation of fundamental right guaranteed under the Constitution of India as all of us know that present airfield is located in thickly populated area,” the memorandum said.
It also sought the local MLA’s help in providing electricity and water supply provisions to new villages, namely Paph and Nehabo etc.
Earlier, during a mass meeting convened by the local MLA, the People of Dutta village expressed solidarity and stood firm on their earlier resolution of ‘not to secede even an inch from ancestral land of Dutta people for use in establishment of the Advance Landing Ground (ALG) at Old Ziro’. They opposed even carrying out of survey over their land, the release added.
Awareness prog on organic certification

He said organic certification is intended to assure quality product and prevent fraud and to promote a quality marketing infrastructure.

APYC writes to KPYC on students’ assault case

Mar 6: Expressing shock at the reported assault on Arunachalee students studying at Bhuvan Polytechnic, Bangalore by local mob on March 1, Arunachal Pradesh Youth Congress (APYC) has requested Karnataka Pradesh Youth Congress (KPYC) president Rizwan Arshad to intervene for amicable solution to the matter as well for safety and security of Arunachalee Students.
In a letter to Arshad, APYC president Tadar Niglar requested him to take up the incident with appropriate authority saying instead of taking action against the culprits, the police had arrested the Arunachalee students, who were the victims.
SIC imposes penalty on EE
ITANAGAR, Mar 6: Arunachal Pradesh State Information Commission (SIC) has imposed penalty of Rs. 37,250 on Executive Engineer/PIO, PWD Yazali division for not providing information to a RTI applicant.
State Information Commissioner Toko Anil has imposed the fine on Minjum Padu, EE, PWD Yazali division on a complaint filed by one Toko Nikam under RTI Act for causing delay in furnishing information within given period as well as non compliance with Commission’s instruction.
Another penalty of Rs.24,500 was also imposed on the EE for not providing complete information to another applicant Nich Rika under RTI Act.
In the latter case too, the CIC imposed the penalty for causing delay of 98 days in furnishing information to the RTI applicant.
Bandh call illegal
ITANAGAR, Mar 6: District magistrate, Itanagar Capital Complex has declared the proposed 12 hours capital banch call on March 12 by an organisation as illegal.
The magistrate directed the so called organization to refrain from calling and enforcing the proposed bandh call.
It further said that action will be taken as per the law and any damage or destruction to public or private properties shall be recovered from the bandh callers, if the proposed banch is not called off, an order said.

Today our society is faced with the challenge of extinction of tradition and culture. One reason may be because our parents did not care to teach or tell us about our culture.
At this time, atleast the museum must play a major role. Last time when I visited the state museum along with my cousins it was very disappointing. Firstly, no guide was there to explain things to us. We came across many articles which we have never seen in our home. We just had a glance and passed on without knowing about it.
Secondly, in some articles local name were not written instead foreign names.

Dear Editor,
I would like to share an accident that happened with me at Niti Vihar, Itanagar. At around 9 PM on Feb 21, while I was returning home, I hit a dog who came up from nowhere. I received minor injury but my bike was severely damaged.
Some people came out to help me but the house owners should not let off their dogs on the roads like that.
Yes! We love our pets but it does not mean that they are let out and allowed to roam around casually. I request the pet owners to keep the dogs in the confines of their own premises instead of letting them off and cause accidents.
I would also urge the authority concern to implement Executive Order in this regard.

I take this opportunity to express my heartfelt thanks to The Arunachal Guild for Cultural Integration (AGCI) and the Department of Art & Culture, Govt of Arunachal Pradesh for felicitating senior artistes of Arunachal Pradesh on 29th Feb’2012 that has happened for the first time in the state. This indeed is a wonderful idea and it has set off with a good beginning.
I feel too humbled by the honour bestowed upon me. With this honour I have realized that whatever I have contributed to the society, particularly in the field of tribal music has not gone in vain. Therefore, I humbly accept it as an appreciation for my works and definitely it has kindled my heart again to do something more.
The occasion was a very emotional one because it gave me the opportunity to meet so many senior artistes of yester years whom I thought would never meet in life. My salute to them all! I would request them to continue their work and be the guiding lights for younger generation.
I would fail in my duty if I don’t thank two persons who helped us immensely to be part of this historical event. They are Jomnya Siram, Dy. Director of Art & Culture and Kipa Ajay, Secy. of the Organising Committee. Of course my sincere appreciation also goes to Komlung Mossang, Minister for Art & Culture and Pasang Dorjee Sona, Parliamentary Secy, Tourism and Dr Tai Tugung for presenting before us a heart rending drama “Lepya”.
Last but not the least, I would like to thank The Arunachal Times, the media partner of the event, for extensive coverage of this historical moment.

Itna irritating!
Dear Editor
Very recently I rushed to the nearest SBI to make a Demand draft and reached exactly around the closing time at 1 PM.
I asked the young lady at the counter regarding the commission of the bank required for my Demand Draft. She politely told me the required amount but to my utter surprise she refused to prepare the draft. I repeatedly requested her citing my requirement but in vain.
Then I went to the Manager. Finding my case genuine, he arranged someone else to prepare the Draft as the lady had already left the bank.
Bank should respect the customers but the situation I experienced there recently was humiliating. The lady acted as if customer is a beggar. Apart from bad behaviour, she kept chanting “itna irritating”.
Is this the right way to serve common people? I don’t think so. Please change the behaviour towards customers.

A disturbing news
Dear Editor,
The news item, “River and the RDX" is very disturbing. It is indeed frightening to know that the common public in our state is in possession of RDX. Research Department Explosive (RDX) chemically cyclotrimethylenetrinitramine otherwise known as C4 is a military grade explosive not available for commercial use. Most of the notorious terrorist groups around the world use this explosive to carry out their subversive activities.
On the lighter side, it is a shame that an explosive considered one of the most powerful and potent of the military high explosives is used for a simple task like catching fish.
If the news item is true then the explosives surely must have been smuggled out of military possession, or otherwise the explosives used, actually is gelatine sticks, commonly used for quarrying activities. Whatever the case the possession and use of explosives other than those authorised is illegal.

Post doctors
Dear Editor,
I would like to appeal the authorities of Health Department and Govt of Arunachal Pradesh to post Anaesthetist to Aalo Hospital. Due to non posting of anaesthetist, patients are referred to Pasighat or Itanagar General Hospitals for minor and emergency operations. Poor patients are unable to afford to go to these hospitals for the costs involved.
It is learnt that two Anaesthetists are posted against District Hospital Aalo but reportedly they are yet to join. It is also learnt that there are excess of six anaesthetists and four Gynaecologists at General Hospital Naharlagun only which shows that the govt of Arunachal Pradesh is not bothered about the health of poor people of districts.
So, I appeal to our leaders and concerned authorities to look into the matter seriously and post an Anaesthetist at least to District Hospital Aalo as soon as possible.

In darkness
Dear Editor,
I would like to draw the attention of the concern authorities about the sorry plight of the teachers and students of the JN College Pasighat Campus which is reeling under darkness since few days back.
Apparently, the problem will not be sorted out soon as the technician to mend the problem has to come from outside the state.
I just want to appeal to the higher ups to look into the matter and bring a solution soon as the CBSE Exam and Rajiv Gandhi University Practical Exams are going on and the theory exams is going to start from the First Week of April.

No interference please
Dear Editor,
With regards to the news item that appeared on this daily on 2.03.2012 under caption " Misuse of power alleged", it is to refute the allegation of interference in the functioning of the director as alleged by some organisation. It is clarifies that there is no any interference from any corner regarding implementation of various schemes and the department is functioning smoothly and hence, the concerned organisation are appealed not to go to press directly without verifying the facts and figures. Further they are appealed not to drag the name of Parliamentary Secretary (Horticulture) in such petty matters.
